Is an assistance program in place that assists the elderly with food, mortgage payments, medical, or in the home care?. If a member requests assistance, what are the procedures required by the elder body before assistance is rendered?

Not a program like the salvation army or goodwill has. We do help our own. No matter what negative stories you come up with, they will be stories. I know for a fact that we help our elderly and those with the need.
As for helping those who are not our brothers and sisters, yes. No program, but as we come acrossed them in our ministry we help them when needed. I could give you countless experiences when a brother or sister would assist those who needs it with groceries or chopping wood or the like. They are charitable to those we come acrossed in the preaching work. We are not cold and throw money at a situation. We build relationships until they tell us to not come back.

My husband is a lapsed JW...he says yes, they have such an assistance program for their members. You just contact the elders, and assistance is forthcoming. He tells me that the JW's are very good at keeping in touch with members and making sure that everyone is OK, if you are sick or infirm you will always get a visit from some of the members, and they bring food and anything you need. Sounds good to me.
Re your second question, ie if you can get help if you are not a JW, well I'm not sure why anyone would expect them to help out. I mean, if I was sick I wouldn't expect members of a church I have no affiliation with, to help me out. I guess, like most things in life, you have to pay your dues first.

Most churches will help with basic necessities for their active or previously active members in real need. I'm not up on JW but you are asking if the church would totally support the person you are referring to. I don't think any church would make mortgage payments unless it was a loan. Many churches can barely make their own payments. It would not dawn on me to ask if I were not a member.

Their 'program' is to assist on a one-to-one basis, like Jesus would've done.
Not a program, but a basic tenet, that they support one another spiritually and materially.
No, they don't assist outsiders this way, though are caring enough to offer direction to social services.

i have been searching and came up with nothing...there are plenty of programs but nothing involving jehovah witness..i would just telephone your local kingdom hall..food banks and such are not JW way unless you belong to a JW hall and the members will help you..it is sad!..even the jewish federation will help any in need!

I think all religions have plan to help the sick and the infirm.
